About Us
HBT Solutions is a Level-1 BBBEE company with more than 20 years of logistics experience. We specialise in providing railway permit compliance services aimed at helping companies using the South African railway network easily comply with the regulations enforced by the National Railway Safety Regulator (RSR).
The RSR’s authority is defined by the National Railway Safety Regulator Act 16 of 2002 (as amended). In accordance with the Act, it is not permissible to operate on the South African railway network without a safety permit issued by the RSR. As such, our goal is to reduce the friction and confusion of applying for a safety permit for companies, as well as help them improve the railway safety compliance goals of their railway safety management system.

Railway safety permit applications
Whether it is a brand-new rail permit you require or you are renewing an existing rail permit, we prepare & submit your application according to the RSR SPCAM protocol requirements on NIMS.

Resolution of safety permit special conditions
We assist in closing permit application gaps that the RSR identified after you submitted your application and were awarded a railway permit with conditions.

Railway occurrence investigations
Whether you are a rail or network operator, we provide objective and thorough rail occurrence investigation expertise to rail incidents to identify immediate and root cause causes and propose corrective actions.

Closure of findings identified by RSR inspectors
RSR railway inspectors can inspect an operator’s rail premises or audit their safety management system regarding railway operations provided for under their safety permit. The operator must resolve the findings of gaps to the satisfaction of the RSR. We aid in the closure of all the gaps.

Railway safety management system (SMS) compliance audit
We assess your existing railway safety management system according to RSR SPCAM protocols and the applicable SANS 3000 standards. We identify areas of improvement in your system to enhance your compliance with RSR requirements and, most importantly – improve the safety of your rail environment.

Design & implement the railway safety improvement plan
The RSR expect that a Safety Improvement Plan is submitted annually, by the operator, to the RSR. This plan must support the operator’s safety policy, demonstrating a commitment to continuous railway safety improvement. We hand-hold you through developing, implementing and submitting the plan to the RSR.
